Smaller grain sand is the most ideal for most saltwater applications, however if conditions aren’t perfect, the small grains can stick together. I’ve heard these clumps develop due to alkalinity issues, but that’s really yet to be determined. These clumps will develop over time, and eventually they will also start to accumulate algae and other nasty stuff. If you encounter these hard clumps of sand, you can easily break them up.
