Some fish are just bullies, no matter when they are introduced into the tank and no matter who their tank mates are. You go to extremes to stop this behavior, which includes rearranging the live rock and pulling the bully out for a brief period, but more often than not the fish will just pick up where it left off. When this happens, you just have to permanently remove the fish from the system. Give it to a hobbyist who doesn’t mind the aggression, or banish it to another tank in your home.
